It's confusing…who do you call and when? Often, one wants to report a crime or suspicious activity, but is not sure exactly which number to call. Here's some clarification:
  • If you see something/someone suspicious, call 911. These are top-priority calls and the suspicious person can still be apprehended by KPD.
  • If it's not an emergency but you want a police officer to come out, call 215-4010. KPD will come out, but emergency calls take precedence.
  • If it's not an emergency, but you want to file a report only, call
    215-7268 (teleserve). A report will be taken, but an officer will not come out. This can be used when something is stolen, but the thief is not present.
  • If you want to report a drug crime, call 215-7412 (drug hotline).

* KPD Animal Control Division Regulations and City Ordinances
Section 5-7: Animals at Large
No person owning or having possession, charge, care, custody or control of any animal shall cause, permit or allow the animal to stray or in any manner to run at large in or upon any public street, sidewalk or park or upon the property of another, if such animal is not under sufficient restraint as to allow the animal to be controlled. (Code 1962 5-202)
Section 5-8: Restraint of Animals
Every person owning or having possession, charge, care, custody or control of any animal shall keep such animal exclusively upon his own premises; provided, however, that such animal may be off such premises if it is under the control of a competent person and restrained by a chain, leash or other means of visible control. (Code 1962 5-203)
Section 5-9: Tags
(A) A license tag and a rabies vaccination tag shall be issued to each dog and cat at the time of licensing and vaccination. The owner shall provide that both tags shall be worn by the animal at all times.
(B) If the owner of any dog or cat which is by this chapter required to have a license tag and vaccination tag has paid for and procured the license tag and rabies vaccination tag, and the animal is taken to the animal shelter by reason of the loss of either of the tags, the owner of such animal shall have the privilege of identifying his animal and proving the payment for and the procurement of the tags prior to the date the animal was taken up, and in that event, the animal shall be returned to the rightful owner upon payment of a twenty-five dollar ($25.00) impoundment fee and an assessment of five dollars ($5.00) for each day of boarding. When no proof of procurement of license fee and rabies vaccination exists, certification of vaccination and license fee payment must be presented to the unit within seventy-two (72) hours of the time the owner reclaims his animal. (Code 1962 5-225)
Section 5-10: Keeping of Animals Which Disturb Peace, Comfort or Health
No person shall keep within the city limits any animal which by reason of frequent or continual noise or unsanitary condition disturbs the peace, comfort or health of neighbors. (Code 1962 5-228)
Section 5-78: Nuisance Animals
It shall be unlawful for any dog owner to keep or have within the city a dog that habitually or repeatedly chases, snaps at, attacks or barks at pedestrians, bicyclists or vehicles, or turns over garbage pails, or damages lawns, gardens, flowers or vegetables or conducts itself so as to be a public nuisance. It shall be unlawful for any dog or cat owner to permit a female dog or cat to run at large during estrus or be exposed so as to attract male animals. (Code 1962 5-222)
