<p>The meeting was called to order by Vice-President Chris Field.  In attendance were board members Sue Wrisberg, Rebecca Simmons, Stephanie Welch, Gina Brace, Connie Vogt, Jim Staub, and Jessica Rodocker.  A quorum was present.</p>
<p>Stephanie Welch moved to approve the minutes of the August board meeting and the September general meeting.  The motion was seconded and approved unanimously.</p>
<p>Samantha Lane will join the board in January as the Maplewood representative replacing Gina Brace.  This is Gina’s last board meeting as she no longer lives on Maplewood Dr.  The board thanked Gina for her service to the neighborhood, particularly her leadership as Social Chair.</p>
<p>Jim Staub reported on COIN meeting.  The topics of the most recent meeting were sidewalk repair and traffic calming.  It was announced that the city is developing a Neighborhood Emergency Preparedness Plan.  A coordinator has been hired to work with neighborhoods to develop contingency plans for various types of emergencies.  That coordinator is available to talk to neighborhood associations.  The board discussed that developing such a plan fits well with the new Neighbor to Neighbor initiative of IHPNA.</p>
<p>Jim Staub gave the treasurer’s report as well as the fiscal report for 10-01-2011 to 9-30-2012. (both attached). The proposed budget for FY 10-01-2012 thru 9-30-2012 was presented.  Following a discussion about the possible need for more money for memorials, it was moved and seconded to move $100 from the “Mutt Mitt” allocation to the memorial allocation. IHPNA no longer has to purchase “Mutt Mitts”.  The motion passed unanimously.  It was moved and seconded to accept the proposed FY 2012-2012 budget.  The motion passed unanimously.</p>
<p>Gina Brace updated the board on social events.</p>
<p>The Halloween Potluck will be Saturday, October 27, 2012 in Island Home Park.  The time will be set once the time for the UT football game is announced.</p>
<p>The Holiday Tree Lighting and Open House will be Saturday, December 1, 2012.  Gina is trying to locate hosts for the Open Houses.  Greg Brown and Jodi Birdwell have agreed to host.  The board discussed and agreed to have the first house be “kid friendly” and subsequent houses be for adults only.  Greg and Jodi will be asked to be the first house this year.  Suggestions were given to Gina for possible hosts for additional houses.</p>
<p>Since Gina Brace will no longer be social chair, each event sponsored by IHPNA will be coordinated by a resident.  They are:</p>

<p>Sue Wrisberg reported on the Neighbor to Neighbor committee.  She reviewed the information that was described through the neighborhood email group.  The information will be added to the website.</p>
<p>Connie Vogt informed the board that the Knoxville Covenant Marathon will be April 7, 2013.  This year’s race will include a 2 person marathon relay which will increase the numbers of runners coming through the neighborhood.  She solicited suggestions for improving neighborhood participation.  The board agreed to continue with the sale of IHPNA marathon t-shirts.  Chris Field will ask Andy Caylor about doing the graphic design.</p>
<p>Round Table:</p>
<ol>
<li>One additional house is needed to host the October 19 Porch Hop.</li>
<li>The by-laws need to be amended to provide for absentee voting procedure for general neighborhood votes. The standing by-law committee will meet to revise.</li>
<li>Encourage neighborhood residents to turn off lights at 8:00pm on Halloween.</li>
</ol>
<p>The next IHPNA board meeting date was set for January 8, 2013.</p>

<p>The general meeting of IHPNA was called to order by President Greg Congleton at 7:10 pm.</p>
<p>Craig Leuthold, Public Information Director for the Knox County Property Assessor’s Office, was the invited guest speaker.  He outlined the functions of the Property Assessor’s Office. The services provided by the Assessor’s office include record keeping, property maps, greenbelt exemptions, tax relief, and tax freeze information.  The goal of the Assessor’s office is to provide fair and accurate appraisals.  A Q and A session followed the presentation.</p>
<p>Bob Whetsel, City of Knoxville Redevelopment Director, and Ann Wallace, staff member, provided information regarding the development of the “Tank Farm” property.  As of this date, developer John Gumpert is still trying to figure out how to address the public’s concerns about the project.  The city has recommended that he get more information on form-based code.</p>
<p>According to Mr. Whetsel, the city’s role is to review the plans against the unique South Waterfront form-based code.  Mr. Gumpert cannot get approval of the plans if they do not meet the code criteria.   If the plans meet the criteria then a permit cannot be denied.</p>
<p>There are 3 or 4 major questions regarding the code as it relates to this project.</p>
<ol>
<li>Will public improvements to the infrastructure be necessary?  Mr. Whetsel indicated that the short answer is that the project can go forward without public improvements.  Right-of-way for public standards for roadway and riverwalk has to be met either by city or developer.</li>
<li>Will the roads within the development be public or private?  The city is recommending public roads.  The roads could be joint permanent</li>
<li>easement.  The city is asking that Mr. Gumpert conduct a traffic study.</li>
<li>Who will administer the South Waterfront form based code?  The city is currently reorganizing the administration of form based codes.</li>
</ol>
<p>Mr. Whetsel and Ms. Wallace answered questions from the audience.</p>
<p>Q: What is the environmental status of the property since it is a brownfield?</p>
<p>A: Mr. Gumpert is working with TDEC.  He has spent considerable amount of money to alleviate the property.</p>
<p>Q: Would the city consider working with Mr. Gumpert to begin a South Waterfront project closer to center city?</p>
<p>A: The South Waterfront Vision plan is the guiding document for development.</p>
<p>Q: Where is Mr. Gumpert currently?</p>
<p>A: He has not begun the preapplication process</p>
<p>On behalf of IHPNA Greg Congleton thanked Mr. Whetsel and Ms. Wallace for attending the meeting and sharing the city’s information on the proposed development.</p>
<p>The closure of Island Home Boulevard (IHB) for Halloween 2011 was discussed.  The original rationale for closing IHB was for safety of trick-or-treaters.  Wayne Williams stated that the opposite proved true at the pillars where vehicles entered the neighborhood.  Others commented that it appeared safer on IHB, but not necessarily on other streets in the neighborhood.  Several members questioned the publicity given to the street closure.  It was felt the publicity contributed to the increased numbers of trick-or-treaters in the neighborhood.  Many members favor no public announcements about neighborhood Halloween plans.</p>
<p>The membership was reminded that the closure of IHB was a pilot project for 2011.  A vote will be taken at the September IHPNA general meeting to determine whether to close IHB for future Halloween trick-or-treating.</p>

<p>The meeting was called to order by President Greg Congleton at 7:00 pm.  In attendance were board members Greg Congelton, Jim Staub, Lissa Gibbs, Connie Vogt, Joanna Pennoyer, Gina Brace, Katie Hannah, Rebecca Simmons, Chris Field, Jessica Rodocker and Hillsboro Heights residents Brad Crattie, John Winemiller, R.J. Hinde.</p>
<p>Sean Fitzpatrick from the City Engineering Department described the city’s plans to repair and replace worn and dangerous sidewalks in Island Home.  An area of the sidewalk on Hillsboro Heights presents a particular problem, because of its location on the curve and a large oak tree root system under the sidewalk.  To replace that section would involve cutting the tree roots and building a wall on the existing bank.  The cost estimate for such a project is $65,000.  To build the sidewalk to ADA requirements, the roots of the tree would need to be cut, most likely resulting in the loss of the tree.  The city is proposing removing the sidewalk from 2208 to 2152 Hillsboro Heights and leaving the oak tree and bank in tact.  Residents Brad Crattie, John Winemiller, and R.J Hinde, whose properties are directly affected, did not seem to object to the removal of the sidewalk.  Residents from 2148 and 2152 Hillsboro Heights were not in attendance.  Board member Joanna Pennoyer will contact them to see if they object to the removal of the sidewalk.  The oak tree does not impact the sidewalk in front of those houses and could be replaced.</p>
<p>The board stated a preference for the owners of the properties directly affected to decide and let the city know if they objected to the sidewalk being removed.  Information about sidewalk repair will be on the agenda at the September general meeting.</p>
<p>Gina Brace moved and Jim Staub seconded that the minutes of the May IHPNA board and general meetings be approved.  The motion passed.</p>
<p>There were no reports from SKNBC or COIN representatives.</p>
<p>Jim Staub provided the treasurer’s report (attached). The budget and proposed budget were discussed.  The city is now paying for Mutt Mitts. October begins the new fiscal year.  Dues will be collected at the September general meeting.</p>
<p>Gina Brace provided a social committee report.  Katie Graham will be responsible for the July 4<sup>th</sup> picnic.  Gina will coordinate Christmas and Halloween events for this year; someone to take over the Halloween potluck in the park is needed.  Houses are needed for Christmas Open Houses.  Connie Vogt will check; other names were discussed.</p>
<p>The date for the September IHPNA general meeting was set for Thursday, September 20 at 7:00 pm.  It will be held in the Ward Building auditorium.  Voting on closing Island Home Boulevard for Halloween will be on the agenda.  A representative from KUB will present information regarding replacement of power poles in the neighborhood.  Residents will be given information about sidewalk replacement as well as city contact information.</p>
<p>Newsletter distribution is planned for September 7-9.  Copy should be given to Rebecca Simmons by August 26.  Topics to be included were discussed.  Jessica Rodocker will summarize sidewalk repair and replacement as well as reminding neighbors about the police non-emergency number.  Chris Field will report on the urban wilderness initiative. Board members should provide Katie Hannah with information about births, deaths, and new neighbors.  Chris Field will ask Sean Fitzpatrick to write a statement describing the city’s sidewalk repair and replacement procedures.</p>
<p>Roundtable:</p>
<p>Jim Staub suggested that a new neighborhood directory be printed.  Money is allocated in the budget.</p>
<p>Chris Field reported on a conversation asking about progress of the Mr. Gumpert’s “Tank Farm” development project.  It is unclear as to whether a new site plan has been presented.</p>
<p>The meeting was adjourned at 8:40 pm.</p>

<p>The meeting was called to order by Greg Congleton, President.</p>
<p>Before and after the meeting, Jim Staub, Treasurer, collected dues for the fiscal year beginning on October 1, 2012.  Association dues are $15.00 per household, $10.00 for seniors over 65</p>
<p>Voting by ballot on Halloween closure of Island Home Blvd. (IHB) occurred throughout the meeting.</p>
<p>Mr. Congleton introduced guests from TSD; Allan Mealka Superintendent, Oliver Lang, facilities coordinator, and Luke Benson, athletic director.  Since it is difficult for parents of TSD students to come and watch athletic events, Mr. Benson appealed to neighbors to support TSD athletic teams.  Mr. Lang encouraged neighbors to contact him with any concerns regarding facilities.</p>
<p>A representative from KUB described the upcoming Electric System Project.  A handout (attached) with map and project details was given to all present. The goal of the project is to update the system, improve reliability, and reduce outages.</p>
<p>The project is slated to start approximately a month from now.  Neighbors are encouraged to contact KUB with any concerns they have.  There will be limited service interruptions when new transformers are connected.  Customers will be notified 24 hours in advance of upcoming service interruption.  There will be a full time foreman on site during the project.</p>
<p>Q and A regarding project.</p>
<p>Q. Is there a possibility of replacing existing utilities with underground utilities?</p>
<p>A. There is a cost factor of 5 to convert neighborhood to underground utilities.  KUB will work with property owners to bury utility lines on property at owner’s expense.</p>
<p>Q. If utilities are currently buried on private property will KUB connect to new poles?</p>
<p>A. Yes</p>
<p>Q. Will cable and telephone lines be switched to new poles?</p>
<p>A. Yes, procedure is in place for cable and telephone companies to move their lines to new poles once KUB has completed project.</p>
<p>Mr. Jim Hagerman, Director of Engineering for City of Knoxville, described the plans to repair and replace sidewalks in IHP.  He distributed a map indicating the sidewalks to be replaced. The contracts are set to be signed, after which the repair work will begin and will be completed within year from that date.  The contractor sets the schedule.  Resident Lane Cooper asked about homeowner’s paying for city contractors to replace sidewalks that might not be on the current list.  In the past that was an option available to property owners.  Mr. Hagerman did not know the current status of such a policy, but will investigate it.</p>
<p>There was discussion about the sidewalks on Hillsboro Heights.  Those sidewalks are scheduled to be replaced during the second year of the contract.  Replacing a section of badly disintegrated sidewalk rounding the curve is problematic.  To replace it to meet ADA compliance requires removing roots from a large oak tree, other vegetation, and building a retaining wall.  The property owners most directly impacted have expressed a desire to leave the tree and vegetation.  The sidewalk can be removed and not replaced.</p>
<p>Resident Nathan Hunter questioned how the sidewalk was allowed to deteriorate so badly.  He also expressed dissatisfaction with removing the sidewalk without plans to replace it.</p>
<p>Mr. Congleton introduced IHP representative to City Council, Nick Pavlis.  Councilman Pavlis described the positive events occurring in South Knoxville.</p>
<p>The results of voting for IHB closure were announced; Yes=18 votes</p>
<p>No=44 votes.  IHB will not be closed for Halloween.</p>
<p>The meeting was adjourned.</p>

<p>Craig Leuthold, Public Information Director for the Knox County Property Assessor’s Office, was the invited guest speaker.  He outlined the functions of the Property Assessor’s Office. The services provided by the Assessor’s office include record keeping, property maps, greenbelt exemptions, tax relief, and tax freeze information.  The goal of the Assessor’s office is to provide fair and accurate appraisals.  A Q and A session followed the presentation.</p>
<p>Bob Whetsel, City of Knoxville Redevelopment Director, and Ann Wallace, staff member, provided information regarding the development of the “Tank Farm” property.  As of this date, developer John Gumpert is still trying to figure out how to address the public’s concerns about the project.  The city has recommended that he get more information on form-based code.</p>
<p>According to Mr. Whetsel, the city’s role is to review the plans against the unique South Waterfront form-based code.  Mr. Gumpert cannot get approval of the plans if they do not meet the code criteria.   If the plans meet the criteria then a permit cannot be denied.</p>
<p>There are 3 or 4 major questions regarding the code as it relates to this project.</p>
<ol>
<li>Will public improvements to the infrastructure be necessary?  Mr. Whetsel indicated that the short answer is that the project can go forward without public improvements.  Right-of-way for public standards for roadway and riverwalk has to be met either by city or developer.</li>
<li>Will the roads within the development be public or private?  The city is recommending public roads.  The roads could be joint permanent</li>
<li>easement.  The city is asking that Mr. Gumpert conduct a traffic study.</li>
<li>Who will administer the South Waterfront form based code?  The city is currently reorganizing the administration of form based codes.</li>
</ol>
<p>Mr. Whetsel and Ms. Wallace answered questions from the audience.</p>
<p>Q: What is the environmental status of the property since it is a brownfield?</p>
<p>A: Mr. Gumpert is working with TDEC.  He has spent considerable amount of money to alleviate the property.</p>
<p>Q: Would the city consider working with Mr. Gumpert to begin a South Waterfront project closer to center city?</p>
<p>A: The South Waterfront Vision plan is the guiding document for development.</p>
<p>Q: Where is Mr. Gumpert currently?</p>
<p>A: He has not begun the preapplication process</p>
<p>On behalf of IHPNA Greg Congleton thanked Mr. Whetsel and Ms. Wallace for attending the meeting and sharing the city’s information on the proposed development.</p>
<p>The closure of Island Home Boulevard (IHB) for Halloween 2011 was discussed.  The original rationale for closing IHB was for safety of trick-or-treaters.  Wayne Williams stated that the opposite proved true at the pillars where vehicles entered the neighborhood.  Others commented that it appeared safer on IHB, but not necessarily on other streets in the neighborhood.  Several members questioned the publicity given to the street closure.  It was felt the publicity contributed to the increased numbers of trick-or-treaters in the neighborhood.  Many members favor no public announcements about neighborhood Halloween plans.</p>
<p>The membership was reminded that the closure of IHB was a pilot project for 2011.  A vote will be taken at the September IHPNA general meeting to determine whether to close IHB for future Halloween trick-or-treating.</p>

<p>The meeting was called to order by Greg Congleton, President at 7:08 pm.  In attendance were Greg Congelton, Jim Staub, Connie Vogt, Lissa Gibbs, Stephanie Welch, Chris Field, Sue Wrisberg, Jessica Rodocker, Joanna Pennoyer, Rachel Craig,  Greg Brown.</p>
<p>The minutes of the January and March 2012 meetings were reviewed. Motions were made and seconded to approve both sets of minutes.  The motions passed.  The minutes will be posted to the website.</p>
<p>A second representative to the South Knoxville Neighborhood and Business Coalition (SKNBC) is needed.  Rachel Craig is currently our only representative.  Andy Cuellar and Mike Rodocker are considering the position.  SKNBC meets the 3<sup>rd</sup> Tuesday of the month.  Andy will be encouraged to attend the next meeting.</p>
<p>Greg Brown and Jim Staub will be IHPNA representatives to Coalition of Interested Neighborhoods (COIN).  Greg Congleton attended the May 7 meeting of COIN.  The topic was the East Tennessee planning forum.</p>
<p>Rachel Craig stated that SKNBC minutes have been distributed to IHPNA board members.  Nothing is relevant to IHPNA agenda for tonight.</p>
<p>Sidewalk repair and replacement is on the agenda for the next Knoxville Neighborhood Advisory Committee meeting.  City Engineering will provide information on sidewalks.  Members of IHPNA sidewalk committee will attend.  Rachel Craig will find out if questions will be accepted.</p>
<p>IHP once again won the distinction as “Best Neighborhood” for the Knoxville Marathon.  Connie Vogt thanked everyone who completed the preparations in her absence.  The prize of $250 has been received.</p>
<p>Jim Staub gave the treasurer’s report (attached).  Marathon T-shirt sales made $130.  Since the notice was in the newsletter, $225 has been collected in dues.</p>
<p>The newsletter was discussed.  Katie Hannah can continue editing and layout, but needs assistance getting articles assigned and collected.  Rebecca Simmons, Carolyn Williams, and Lynn Keffer were mentioned as possibilities for assisting Katie.</p>
<p>Kurt Zinser will be moving to Norway.  Someone is needed to administer the website.  Greg Congleton will administer the neighborhood list-serves. Combining the Alert and IHPNA Yahoo Group was discussed.  Greg Congleton will combine the lists.  Ike Hannah will administer the website with Katie Hannah’s supervision.</p>
<p>There is a need for a new social chairman.  Gina Brace is resigning from that position.  Suggestions were made.  Elaine Leventhal, Laura Pickens will be asked.  Dividing the social events so that one person does not have the responsibility of organizing all events was discussed.   The events that IHPNA sponsors are: Monthly Potlucks, Halloween Party, Christmas Tree Lightings and Open Houses, Easter Egg Hunt, 4<sup>th</sup> of July Parade and Picnic.</p>
<p>The Porch Hops were discussed.  Jessica Rodocker will continue to organize.  The first date is tentatively set for June 8, 2012.  Flyers will be distributed by district representatives to ease the distribution burden.</p>
<p>Sue Wrisberg informed the board of the Outreach Committee’s progress.  Brian and Debra Douglas, Jodi Birdwell, Joanna Pennoyer, and Carolyn Williams have agreed to be on the committee.</p>
<p>The agenda for the May 10, 2012 General Meeting was reviewed.</p>
<p>1 .Rachel Craig will contact the property assessor to make sure he knows how to get to meeting.</p>
<p>2. Halloween was discussed.  Jessica Rodocker reported that one neighbor felt that it was over-publicized.  Rachel Craig requested a survey to get feedback.  Greg Brown suggested that district representatives ask constituents for Halloween feedback, starting/ending times, etc.  It is uncertain that funds will be available again to pay for off-duty police officers.</p>
<p>3. The IHPNA position statement regarding the development of the “Tank Farm” property was discussed.  The board reviewed the draft position statement developed by Greg Congleton.  A statement will be added to address the property’s unique waterfront qualities.  The length was discussed.  The board agreed that statement is well written and accurately reflects the board’s position.  The statement will also be a vehicle to inform the neighborhood of the South Waterfront Vision and form-based code. Greg Brown moved to accept the position statement with the addition of sentences describing the uniqueness of the property’s waterfront characteristics.  The motion was seconded and passed unanimously.</p>
<p>A proposal was made and accepted that the board representative who collects the most dues from his/her district by July 4<sup>th</sup> receive a gift certificate to Stanley’s Greenhouse.</p>

<p>The meeting was called to order by Greg Congleton, President.  In attendance were board members Greg Brown, Chris Fields, Jessica Rodocker, Katie Hannah, Stephanie Welch, Jim Staub, Sue Wrisberg, Lissa Gibbs, Gina Brace, and Connie Vogt. Neighbors Jeanne Fair, Carolyn Williams, and Robert and Margaret Webb also attended.</p>
<p>A motion was made and seconded to approve the minutes.  The minutes of board meeting 10-06-2011 were approved.</p>
<p>COIN was discussed.  IHPNA needs another representative.  Greg Congelton described the COIN forum.  All neighborhoods have traffic calming issues.  COIN is a viable organization for neighborhoods.</p>
<p>Chris Field reported on the S. Knox Neighborhood/Business Coalition of 1-17-2012.  The meeting addressed the South Waterfront.  A new city position has been created in the redevelopment department to focus on the South Waterfront.  Knox County has an amendment to the Hillside Redevelopment ordinance.  Chris suggested emailing County Commissioner Mike Brown if there are concerns about Hillside Redevelopment.</p>
<p>John Gumpert has a new proposal for the tank farm.  He will meet with city representatives next week.  IHPNA voiced concerns about seeing the plans.  Greg Congelton and Rachel Craig will monitor the situation and be in touch with Mr. Gumpert.</p>
<p>Jessica Rodocker reviewed the results of the sidewalk survey.  Lissa Gibbs reported that Hillsboro appears to be severely neglected.  Lissa will compile results with photos of worn and unsafe sidewalk areas.  These will be sent to Councilman Nick Pavlis.</p>
<p>Katie Hannah will send a thank-you letter from the neighborhood to Nick Pavlis for the striping of Hillwood St.</p>
<p>The Knoxville Marathon and IHP participation was discussed.  The board agreed to continue with the same activities.  Kurt Zinser was suggested as artist for the T-shirt design.  The T-shirts will be publicized in the newsletter with order forms.</p>
<p>Greg Congleton reported on the tree issue with the Downtown Knoxville airport.  Property owners with trees in the landing path will have an appraisal done and offered aviation easement compensation.  It has not been decided if the city will be offered compensation for the trees in the park or if the city will turn the money back to IHPNA to upgrade the park.  The tree survey and easement proposal has not been provided to IHPNA at this time.</p>
<p>Jim Staub gave the treasurer’s report.  It is attached.  IHPNA has not been reimbursed by Nick Pavlis for the payment of the police officers for Halloween security.  Greg Congleton reported that IHPNA can’t get the money directly because the organization does not have 501c designation.  The money was supposed to come through the E. Tennessee Design Center.  Greg will follow-up on this.  The board discussed adding an additional officer to the checking account that would be allowed to sign checks in treasurer’s absence.</p>
<p>Dues collection was discussed.  The fiscal year runs from September to August.  Jim passed out a list of who has paid dues according to districts.  Jessica Rodocker suggested putting a payment form in the newsletter to assist in dues collection.  Greg Brown suggested linking the treasurer’s account to PayPal to make payment easier.  Greg will ask Kurt Zinser if PayPal can be linked to the website.</p>
<p>Deadline for newsletter articles is January 30, 2012.  Any life events should be sent to Katie Hannah.  Board members were asked to make sure that contact information in the newsletter is accurate and to update Katie with any changes.  Dates for social events were reviewed.  The next board meeting was set for March 13, 2012.</p>
<p>The first potluck of the winter is scheduled for February 23, 2012.  Connie Vogt will contact Elaine Alexander at TSD to see if the dining hall is available.  Dates for remaining potlucks were set for the last Thursday of the months February, March, April, May, July, August, September.</p>
<p>The board agreed to compile a list of committees to put on the website.  The newly formed Outreach Committee was discussed.  Carolyn Williams indicated that people feel left out of the association’s activities.  She stated that face to face contact is imperative with some neighbors.  She is willing to look help identify those that prefer personal contact.  Placing board members pictures in the newsletter was discussed.  The Outreach Committee will consist of Sue Wrisberg, Joanna Pennoyer, and Carolyn Williams.  Jodi Brown will be asked to serve also.  The goal of the committee will be to develop better connections throughout the neighborhood.</p>
<p>There will be an insert in the next newsletter asking for feedback regarding the closing of the Boulevard for Halloween.  The feedback will be sent to Greg Congelton, either as hardcopy or email.  The issue will be discussed at the May general meeting.  The meeting date was set for Thursday, May 10, 2012.  The property tax assessor will be asked to be the speaker for that meeting.</p>
<p>NEW BUSINESS</p>
<ul>
<li>KUB gasline construction was discussed.</li>
<li>NO new construction is occurring at the Billings house on Spence Place.  The equipment is for landscaping purposes.</li>
<li>Finding new COIN representatives was discussed.  Stephanie Welch will attend in February.  Lissa Gibbs will also participate.</li>
<li>The Activate 8 neighborhood walking program will sponsored again this year by the Health Department. The informational meeting will be held February 14, 2012.  There will be smaller groups each with a leader, to make reporting easier.  Computerized pedometers will be provided.  Stephanie Welch will put a notice in the newsletter.  Connie Vogt will be a group leader.  Connie will meet with Jessica Rodocker to learn the management system that Jessica used last year.</li>
<li>Stephanie Welch discussed the Eat, Play, Live, initiative from the Health Department.</li>
<li>Jeanne Fair reminded the board that the Run for the Deaf is May 5, 2012.</li>
<li>Chris Field knows a source that provides heavy metal soil testing for $10.</li>
<li>Porch Hops will start in May.</li>
<li>Setting the dates for the remaining Board meetings will be on the March agenda.</li>
<li>Neighborhood houses have apparently been marked for robbery.  The non-emergency police number is 215-4010.  Neighbors are encouraged to use this to report suspicious activity.</li>
</ul>
