Island Home Park Neighborhood Association Board Meeting
7:00 PM
Tennessee School for the Deaf

Present: Board members- Greg Congleton, Brian Douglas, Jim Staub, Gary Anderson, Katie Hannah, Jessica Rodocker, Taryn McLean, Rachel Craig, Gina Brace, Laura Barton

Visiting neighbors; Joe Hultquist, David Drews, and Rebecca Simmons

Meeting began 7:15 Introductions all around-

Treasurer's Report:
Jim presented quarterly report: We wrote 3 checks. We were reimbursed by the marathon committee and got $250 for best neighborhood for the marathon! Fiscal year ends at the end of this month. Jim looked at the budget. We under spent! We saved money printing the Newsletters. We also under spent on the social events. We will take the neighborhood money from the marathon and apply it to the band for the 4th of July. The proposed budget for next year should be the same as this year. We will just carry it over. We may need to do the directory as we collect dues this year.

Rachel: Normalee does not want to do the directory anymore. When did we do it last? We are ok with money. Should we update the directory at the July 4th picnic?

Jessica moved and Greg seconded for Rebecca Simmons and Matt Teglas to be on the board. Katie will let Rick know for the website updates of the board. Welcome Rebecca and Matt!

Jim approved previous minutes and Brian seconded.

Katie: There will be a general election in September, and we need a nominating committee. Katie and Rachel will be on the nominating committee. We need a third. Rachel explained what the committee does. Jim said he would do it. Anyone with ideas should email them to Katie. The nominating committee will come back with a slate of officers, which the board does not have to approve. The slate will be presented at the General meeting in September.

Gina moves to accept the nominating committee and Taryn seconded. 9/15 is the date set for the General meeting. Rachel will call Dave Hill to see if he can speak while the votes are counted at the General Meeting.

By-laws: Katie said that we need to examine the by-laws. It has been 10 years. We need to form a by-law committee. It would probably take one meeting. Katie, Jessica, and Jim said they would be on the by-laws committee. We should vote on the by-laws at the General Meeting.

Rachel voted and Laura seconded the By-Law committee.

Dues collection: We will set up a booth at the 4th of July picnic. Greg will take directory updates at the booth. We will get the word out (kiosk, flyer, newsletter) that will say that we are collecting dues. Katie will ask Rick about doing Pay Pal on the website. We will have a contact info. sheet for people at the picnic. Greg will bring the old directory to write in at the picnic.

Dues/Directory committee: Greg, Laura, Lance, Katie, Matt.

Taryn moved that we approve the Dues/Directory committee, and Rachel seconded approval.

10K expo on May 23rd: They need 8 people to hand out oranges 7:45-9:00. Katie will send out an e-mail to the list serve about volunteers.

July 4th party is next. Gina will have everything ready, purchased and ready to go. David will set it up. Gina will be out of town. Po would love to do the music again. We want to do it on the Saturday. IHPNA will provide chicken, and neighbors will bring a dish to share. Invited to our picnic will be: Mayor Haslam, Jason Altman, Alan Mealka (head of TSD). Paul Pinkston, Mike Brown, and Mike Ragsdale.

Traffic issues:
Jessica thinks we should get the speed limit reduced to 20. Rachel talked about the traffic calming procedure.

Joe Hultquist said that Bill Cole is the traffic guy. The process goes through East TN Community Design Center. You have to contact them and they will come and explain the whole process. The mayor has decided that we are not going to do any speed bumps, etc…because they cost money. What if we raised money? If you raised money, that would help. They will do rumble strips, which is better than nothing. They would take the speed limit down to 25 miles. IHPNA needs to contact David Watson and say we want to initiate traffic calming in our IHPNA. He will tell you how long it is going take. Get David to come to the board meeting in August. Jessica said she would call and find out the procedure. Greg said years ago they did a traffic study, and they found that Fisher was the main spot for speeding.

Traffic committee: Jessica, David Drews, Brian, Gina, Rebecca, Grant Barton. We discussed buses, KAT, and neighbors speeding.

Rachel moves that we accept this committee and Greg seconded. Jessica will call the city and set up a meeting. David Drews said that a child was hit by a car on Spence and killed back in the 70's. This needs to be a priority!

Playground update:
The city has begun installation! It should be 3-4 weeks before completion.

Newsletter: Good Neighbor award: Chloe Chitwood for enforcing the leash law. We will write an article in the newsletter about the incident in the park, and give Chloe the Good Neighbor Award.

Taryn will write the marathon article. Gina will write 4th of July article, Rebecca will write Easter and Baby shower article (and get Laura baby names of recent births).

John Reep passed away this week. Jim will send an arrangement. We will include this in the newsletter.

TSD Community service award: Jim will present the check when we find out who the student is.

Overlay:
Rachel said they intended to bring back the overlay this spring, but then she got appointed to MPC, and decided to wait until September. In the meantime, the property list has to be updated, and Rachel will contact the committee members to see who is willing to keep plugging away at it in September. That's the plan.

Roundtable:
The city had a meeting last week to display the plans for the area behind the pilot. The plans were fabulous and they are supposed to be on the website, but we are not sure if they are yet. Maybe Dave Hill can bring the plans to our General meeting.

Joe's (Hultquist) term expires this year. Only one candidate is running (Nick Pavlis). He lives on Alcoa HWY. on Topside Rd. Nick called Rachel last week and wants to meet with her and discuss the issues. If anyone knows someone that wants to run for council, let Rachel know. Rachel will e-mail and let us know how her meeting with Nick goes.

Update on Hillwood:
The Hillwood property was closed on by the city. David Brace is in charge of getting the house torn down on Hillwood.

Next board meeting:
Tuesday, August 18th.

Discussion about the rental house on Maplewood. We still have not heard back from the owners (the Dills).

Meeting adjourned at 8:47.
