Called to order at 7:05pm by President Carole Allen.

Minutes: Barb moved the minutes from the last meeting be approved. Second by Normalee. Motion passed.

Treasurer's Report: Carolyn reported that we have $6842.95.

Knoxville Marathon - This year the race begins at 7am so the first runner will arrive in our neighborhood around 9am. This year the competition emphasizes cheering. We will have our balloon arch again as well as 2 orange stations. Clem Small and a few other people will play in front of Clem's house. The marathon is giving us musicians so we asked for 1 at the columns. If we can have 2, we'll decide where to put them. We don't know what bands we will get. The newsletter will talk about the marathon and a flyer the week of the marathon will remind people about the event and how to help. Carole asked the board how to get people out to cheer? It's a Sunday so people have other obligations that morning. We need all the people from Hillsboro Heights, Maplewood and side streets to be on the race course to cheer. We need many people at the front pillars. Anyone is welcome to bring a chair and sit in the Williams' yard. The executive board talked about a pancake breakfast at 7:30am. We will change it to doughnuts, orange juice and coffee. It will be held at the Williams' front yard. We have more cow bells and clappers. Many people have them from last year. The cow bells were very effective last year! This year the marathon is on April 1st. The executive board discussed putting the scarecrows, witches, Santa Claus or other characters along the race route. You can put them in a chair in your yard and make it look like a person. Add a sign like, "Ho Ho Ho" "Go Go Go". We will have some clusters of our stuffed people on Spence Place and hope for some on the boulevard. We will also be putting up our Burma shave signs. We can have boom boxes this year so you can play music from your front yards. The airport will have a boom box and signs on their fence for the turn around. This was mentioned last year in the evaluations as a very boring part of the course. We really need to have people on the course. Bring the kids, friends and anyone else you find who can scream and yell. If you are running the marathon, please let us know so we can watch for you. Carole will ask David if he will make pictures. Rick may make pictures too. Marathon Water Station: We are not responsible for it. The Marathon Committee has asked Elaine Alexander, Director of Instruction at TSD, to be in charge of the station.

Easter Egg Hunt - Normalee reported for Lee Ann that she doesn't need eggs, but stuff for inside the eggs and prizes. Please no chocolate since it always melts and makes a big mess! The Easter Egg Hunt is Saturday, April 7th at 11am. All donations and volunteers will be appreciated.

Historical Overlay Committee - Lance reported that the committee met and divided responsibilities. They also met with Ann Bennett and will meet with other neighborhoods that have the Historic Overlay and one neighborhood that went through the process and then decided not to do it. We are gathering information on how to set it up, how it will work and what may not work. The committee will report to the board in the near future.

School System - Carole talked with Robert Bratton and he seemed opposed to moving children in our neighborhood to another school. Most people agreed we are closer to South Knox Elementary than to Dogwood. We can walk there, it is a neighborhood school and we can make a difference. We would like to keep South Knox Elementary open. Katie and some parents have researched what their options are for schools in this area. One thing that was discussed was about a Charter School, but in TN that is difficult to do. Katie said there is a group of families in the neighborhood who would like to form a task force to work on the school issues. We have 30 kids of school age or about to be school age. This is a large group of people and we may have some influence. Carolyn made a motion that Katie be allowed to form a task force to study the school issues. Second by Kurt. Motion passed. It was suggested that Katie and her task force work with the Old Sevier Neighborhood Association.

Memorial Tree: Carole reported this has not gone anywhere yet, but it will happen.

Governor's Academy of Math and Science. Carole reported that she was invited to the "ribbon cutting" ceremony of the academy at TSD. The 24 students will live at TSD in two of the cottages and attend classes at different places in Knoxville and surrounding cities. The students will not have cars so our neighborhood should not be impacted. The Mayor is looking into how to connect the academy to the waterfront development. This academy is a sign that the State of Tennessee is making a move forward in education. They hope to have a Knoxville campus as well as campuses in other major cities. This might be a connection to help us with our schools.

Sidewalks: We are getting some new sidewalks on the boulevard. Some concern that they had gas lines marked. Carole found out that the work is being done by Shelton Contract Services for the city. We got the sidewalks because the city had $20,000 left over and the city gave the left over money to our sidewalks. Carole was not sure how they decided which sidewalks to repair. The gas lines are marked so they don't damage any of the lines while they are digging. The work at the corner of Watson and the Boulevard should be done tomorrow. There is still ½ million dollars left over from the World's Fair Site and the city will rebid the sidewalk jobs in the neighborhoods. Carole will check to see what is next on the list for our neighborhood.

Normalee talked about the burned house. Something will be done by May. The house will either be torn down or rebuilding will be starting.

Lance moved the meeting be adjourned. Second by Chris. The meeting was adjourned at 7:45pm.
