Called to order at 7pm by Carole Allen, President Minutes from the last meeting. Gary Anderson moved the minutes be approved. Second by Brian Douglas. Motion passed.

H1/NC1 Update:
Rachel Craig reporting. Everyone except Jeanne Fair and Barb Arnold were at the last committee meeting. The committee talked about options from stop the entire thing to keeping it as is and a variety in between. The committee decided to look at the NC1 for the neighborhood. The committee does not feel it is adequate for protecting the older areas in the neighborhood. Ann Bennett also agrees that this is not the best thing we should do. Before the committee agrees on that option, committee members will contact all the people involved in the H1 to see if they could pick up support from the NO votes and ask the people who were for the H1 if they were willing to accept the NC1. We have talked with 90 of the 99 involved in the H1. After talking with those people it seems going to the NC1 seems to be a viable options. A quick count this afternoon shows we had 10 changes from no to yes and 5 no votes that are now maybes. Many of the H1 supporters were disappointed that we were not going to support it. There are strong feelings on the support side but have not been heard like the no's. This is the direction we want to pursue. Rachel had intended to bring the timeline but has been out with her dad. The committee will need some time to make the changes. First, we need to rework the NC1 guidelines to make them user friendly. Robin is working on that. We will then get those distributed and set up the next round of meetings. We talked about numbers: in the final vote we would like 70% in the final vote. Currently we have roughly 68½ % of the people we have talked with. These are the people we have talked with. Ann felt 70% was in line with the other neighborhoods she has worked with.

Normalee: Individually some of these people could choose to be in/out. When they are talking face to face may be different from how they vote in private. Can you just have the houses that want to be included?

Rachel: We can't have a house here/there. They want a geographic area district that is identifiable. We can trim along the edges but we can't cookie cutter the houses. If we vote to pass this and Historic Zoning Commission passes it, then City Council may vote to exclude a house if they are opposed.

Laura Barton: I like the NC1 for the entire neighborhood but after the meeting I saw how many problems the H1 was causing.

Lance Dean: I was undecided about the H1 and would have liked to go all or none but I am pleased with the NC1 for the entire neighborhood. I would like to have heard some of the executive board's reason for asking for a vote by the board to call a halt to this process.

Gary Anderson: I was in favor of the H1 but I am willing to go along with the NC1 for the harmony and the good of Island Home. Maybe once it is approved, people will realize it was a positive thing and maybe we can revisit it as the H1.

Brian Douglas: We made the phone calls for the H1. Of those who were opposed, I was hearing they wanted some protection but not the H1. I feel comfortable with the NC1 and think most people do too.

Kurt Zinser : I wish the H1/NC1 had gone to a vote instead of dropping the idea of the H1. The NC1 will be of some benefit.

Chris McAdoo: I guess I am happy about the NC1 but I feel like the process was bullied down. I am speaking for Robin who has called and been cursed. The last H1/NC1 general meeting and all the things that has happened has poisoned the neighborhood.

Sue Wrisberg: I wish we could have had a general meeting to ask what the neighborhood wanted to do about an overlay. We also have found that many people have strong opinions and then people who have no clue. People who weren't at the meeting don't know what's happening. People are angry because they were not told up front and asked instead of "telling" people what to do. The presentation was flawed. If they can get the NC1 passed with a good consensus then halleluiah.

Rachel Craig : If the NC1 passes and goes well, we can go back in a few years and look at the H1 for the older areas of the neighborhood. It is not dead for all time. I wanted to thank the committee for all their hard work. You have no idea how much time and effort people have put into this. It is a small but loud number of people who are opposed and have accused the committee of crazy things. Most everyone else is civil. I was disappointed that the executive board did not stand up at the meeting and support us.

Donna Wilson-Renner: I am sure that the board has supported the committee. We have worked hard to make sure we are not forcing people to do things and force things down their throat. I was pleased that the board voted to continue the committee. Disappointed about the H1, yes. I support historical preservation but we need consensus. The email vote was good so we didn't have to get people together but there was no discussion.

Normalee Neubauer: I personally did not go to the meeting on purpose. I was late to the first meeting and I left after I heard what was going on. I heard about both meetings and got all the information. People would like a vote as soon as possible. If we have a vote, there may be a hole on my street because they don't want anything.

Chloe Chitwood: I think the future is determined by mistakes of the past. Remember that brevity is a truism if we can think before we print/say so more people can understand in a shorter amount of time. I can only hope the neighborhood will heal.

Carole Allen: An Executive Board Meeting was called because a member had called and said we needed to stop the overlay process. We felt that for the future of the neighborhood we needed to do something. We all agreed that we wanted to get something out. We felt strongly that something needed to be done. Was that the right tactic? Maybe not. Could we have done better, put it on the list. I think it is interesting that comments are "bad". The words we are hearing being used are viciousness. We need to stop this. I think the morale is ebb and flow. I've heard people commenting about all the people who are so upset about the entire thing. For all the communication I can tell you that it is heartbreaking. The committee has spent endless hours but I have spent countless hours taking phone calls. I am hopeful that this can go better. My suggestions: people want an end date. It will be by "a month range". We need to start communicating about a date and post it on the website. Please post your minutes on the website showing that you entertained many options. If we can eliminate surprise and show that you are looking out for the best of the neighborhood. We have to remember that we have heard all the information for a year. So many people have not heard all the information and don't understand the terminology. Remember that we are representing the entire neighborhood.

Rachel Craig: We know people are upset, but the overall numbers show support. We have to be sensitive to the opinions of those people who are upset, but we have to be sensitive to the fact that there are a lot of people who are not making the noise but they want the process to go forward. It's difficult because I have to listen to all points of view.

Carole Allen: People want it to come to a vote so we won't revisit it.

Donna Wilson-Renner: I dealt with conflict all my life in my job. What I want to make sure is that we are hearing from the vocal minorities. When the committee makes the calls, the visits and I hear positive things. I also hear vocal things from people who don't want to go from the H1 to the NC1 but are willing to change for the best of the neighborhood. Talk to people, get their opinions and the committee is still working to find out the true feelings of the neighborhood. My opinion is that you can help people understand it and that will help them make their vote. It may not be my opinion. At this point, a vote would not work because people are mad without consensus. Let's have a vote when we can make decisions on everyones' opinions.

Carole Allen: When you call people are you asking for/against or just getting comments? At the last meeting, someone said they were not asked if they were for/against. Petition: can you explain it?

Rachel Craig: We have to get the guidelines cleaned up. They need serious work. We have to get them cleaned up. We need input from Ann. As soon as that is done, we can distribute them and a cover sheet and we can address the most prevalent issues. Then we will have to allow people to meet and discuss the NC1 for Q and A. The petition requires that we have 51% of the neighborhood to submit the application. Then the Historic Zoning Commission will have a meeting and then send out the ballots. I am hoping in May.

Carole Allen: Please make sure the petition is clear as to what they are signing.

Rachel: I will go over the petition language with Ann.

Lance Dean: I am more in a hurry than Rachel. I think we have taken too long and had too much information. I don't want to talk about it any more. I don't think we need any more input.

Rachel Craig: I disagree because some people are seeing it for the first time. It would have been helpful at the last meeting if more people like Rick stood up and said nobody on the committee had bad motives, talk about substance and don't make it personal. We've all made mistakes, but there were a lot of outrageous comments said about us.

Chris McAdoo: Carole, at that meeting you said you wanted to be part of the audience then you got on the stage and did the vote. I think that you got up and people were perturbed and didn't understand what was happening. You don't seem to be a supporter of the effort and that's fine. But as the president of the organization, you are speaking for all of us and it creates confusion within the neighborhood. Is the committee for it? Against it?

Carole Allen: The committee has worked autonomously. The IHPNA is every house in the neighborhood, not only the homes that pay dues. We have 20 elected position including 4 executive board members. The committee has worked autonomously and has been going off to do what they wanted to do. I have not interfered with it, but I think I was put in a difficult position. I agree that I didn't deal with it appropriately, but we need to move forward and go to consensus.

Rachel Craig: I think you started out well saying you didn't notify the neighborhood of a vote and a vote would not be appropriate. Then you veered off and when you got on the stage at the end it caused the meeting to adjourn. If the committee, we are human, volunteers made mistakes, we delivered the wrong things. We need a board that supports our process. IHPNA needs to hear that the board supports the process. We had a visiting candidate from another neighborhood who said the meeting should have ended an hour ago and we should have adjourned at that point.

Laura Barton: What was the point of the meeting?

Rachel Craig: You have to let people speak and those that were strongly opposed did just that. The sad part was not that we got beat up but that people who came for information did not get it. We maybe should have had an H1 meeting and an NC1 meeting. Lesson learned. It was confusing and some people were talking to make it more confusing. If it goes out wrong it is confusing. We have to make it more clear no matter what.

Rachel Criag: We tried to make it clear so they could get the information from board members or committee members.

Carole Allen: I apologize for any comments I made. I support the process and respect the fact that the committee is working on it. I am trying to be fair. I am trying to be unbiased.

Lance Dean: I don't care if you give your personal opinion but I think the board should support it.

Carole Allen: My role is to make sure people have the information.

Rachel Craig: If people on the committee have called people buffoons I want to know about it. We have talked about showing respect to all the neighbors. We do not want to get involved in name calling.

Carole Allen: You promised that you would check and recheck information, yet things got out wrong.

Donna Wilson-Renner: Any other major suggestions to be considered?

Laura Barton: When you give out the guidelines, can you give a glossary or a linguistic tool to help us understand it?

Rachel Craig: We tried that with the first handout.

Chris McAdoo: All the should be, could be, must be, will be cleaned up. It will be set up showing this is a rule and these are suggestions. Please list what can be "policed".

Rachel Craig: We will send the board the guidelines a few days before we send them to the print shop. Please send us any feedback before it goes out.

Normalee Neubauer: We need to get people to realize that everyone has a vote. We are not a group trying to shove this down their throat.

Chris McAdoo: Let the board show the support for the process. Some people will not support it. Put the information out and do the best we can.

Donna Wilson-Renner: Send it to the board and it will give us more of a feel for mistakes.

Carole Allen: In the cover letter, please give the timeline for the remainder of the process. Also, talk about enforcement. What's the fine?

Lance Dean: That's not our job

Rachel Craig: All we are dealing with is demolition, additions and new construction. These will be easier to control in the NC1 should not be an issue. We are trying to collect information for the cover letter. I think we will use bullets instead of a letter. If you have any other ideas, please let us know.

Joe Hultquist: The Historic Zoning Commission will get it if the vote is affirmative. They send it to Metropolitan Planning Commission. Finally, it will come before City Council. The clearer the process, the more documented the process the better it is. Document everything and get behind whatever the outcome is. The board needs to support the general consensus, which shows how the neighborhood voted. City Council makes the final decision. I know people will show up and say outrageous things.

Rachel Craig: Ann has already asked for a package of everything we have distributed. Board support is a must. Once we have the vote and if it passes then I think the Board should formally endorse what the neighborhood voted to do. Timeline: as soon as we can, we will put the time line together and I will talk to Ann and Nic about their timeline. We know it will take at least 3 months to get through all the votes.

Carole Allen: If you decide to revisit the H1, can the committee come up with a better idea of how to make the H1 come back up.

Playground Task Force:
Laura Barton and Gina Brace met with Mike Harris in January. We examined the playground structure and he said our structure is in good condition. The best case is to keep it and replace the baby swings and lower the monkey bars. We also talked about new horses. He suggested some ideas to add off the existing structure: a zip line, a climbing wall, etc. He gave us lots of web sites to look at for ideas. Laura and Gina will email him a list of things they think are good additions. He will then send back what is possible within the budget. We are not going out into the grass.

Gary Anderson: What's the budget?

Laura Barton: He never really said. Send the list and then I'll let you know. He assured us we could get it before the summer.

Joe Hultquist: Please keep me advised of what you want and I think I can help. I can talk with Joe and Sam Anderson. Don't be afraid to list what you really want. I think the structure has been there since 1991 and look at any parts that need replacing. The city likes the turnkey way - one company does everything. We may have to stay with Playtime because they carry the liability. If it is a separate item, it may not matter. We will ask and see what happens.

Ed Dildine is not here for traffic report.

Carole Allen: I talked with the police and they are not writing a lot of tickets. They gave warnings and tickets for not stopping at the stop signs. People in our neighborhood are the problem. I know the speeding is us. We are a part of the problem. 25% of speeding enforcement is the people calling for the enforcement. (This is across the city, according to the KPD statistics over the past years.)

Donna Wilson-Renner: Should we do flyers?

Carole Allen: If you see the people speeding, please ask them to slow down.

Chloe Chitwood: People will also tailgate.

Carole Allen: We are our worst enemy. Speed bumps, lower it to 20mph etc. will not help if we don't obey it.

Chloe Chitwood: I have heard a rumor that there will be a separate egg hunt. Should we do the egg hunt? No one has heard that. Maybe people are having hunts in addition to the neighborhood hunt?

Treasurer's Position:
Carole Allen: As you know, Carolyn resigned the treasurer's position. After asking for volunteers, Carole asked Chloe is she would be willing to do the treasurer's job?

Chloe Chitwood: Yes, I will do it for the short term.

Normalee Neubauer moved we name Chloe as the new treasurer. Second by Brian Douglas. Motion passed.

Open Board Spot:
Carole Allen: This leaves an open board spot. Rudy Henley and Jim Rodenhouse were the 2 people who were in the contested races. Since we now need a District 2 representative, I suggest that Rudy fill the open spot. Chloe talked with Rudy and he was happy that Chloe had the position. Brian talked with Rudy and he told Brian that he was happy doing whatever was needed.

Carole will ask Rudy first. Second choice is either Hilary or David Drews.

Laura Barton moved we approve the proposed changes to the board. Second by Normalee Neubauer. Motion passed. Carole will contact them.

Roundtable:
Carole Allen reported that the Tank Farm property transaction has closed. More environmental work is needed and John Gumpert will have a meeting with us probably in April. The plan as we were shown is where his intent is but with financing as it is will probably be rent and then convent to own. The buildings will be the same.

Joe Hultquist: I have not seen the redesign. It has changed dramatically. Island Home Avenue will be moved. The duplexes will all be on Island Home and a larger building in the back. Gavin said the design was not good. I have talked with John Gumpert and he promises he will talk with us. The rental will be high end and convertible maybe in 5 years. The lenders will not lend the money to build condominiums at this time. He will talk with us maybe having small meeting first and then a big meeting.

Carole Allen: I talked with John and heard differently from what Joe heard. Carole told John that the high density in the back was the least favorable part of the plan to us. We don't want big box structure.

Joe Hultquiest: He got the land at a good price $100,000 an acre. He still has some work to do. The street still needs to be moved.

Chris McAdoo: The development is great. The rental units scare me. The rental units affect what develops around it.

Brian Douglas: Several people expressed concerns about the rental units outside the gates of Island Home. High density rental units are bad.

Carole Allen: The original story in the paper was incorrect. The reporter recently interviewed Carole. The developer is not being underhanded. He has been forthright with us, Joe and the city. He has met with us twice. Joe has dealt with him for 3 years. We have a good developer and we need to hold off until we see the new design. Let's be good neighbors and see what he has and give him good feedback.

Joe Hultquist: Under the form based code, SW4 does not prescribe - it is flexible on its use. The only other control is the developmental agreement that the city has with him. Leverage is limited. He may voluntarily make changes but he may not.

Donna Wilson-Renner: What rights do we have?

Joe Hultquist: Go to the city website and read about the SW4 or 5. Read all the regulations and become aware of it.

Carole Allen: John wants to meet with us and he wants to keep us informed and has been willing to listen in the past.

Brian Douglas: I would like to suggest that the board work to prevent the knee jerk reaction to the rental information outside the pillars. There are two families who have properties in the Island Home and are concerned.

Joe Hultquist: We don't have information yet until he meets with us.

Sidewalk Ordinance: Fountain City getting it together. They are working so developers have to build the sidewalks or contribute to the city for the sidewalks. IHPNA will send a letter to council in support of sidewalks.

Water Tower issue on the South Bluff for the units built there. Diane Humphries-Barlow asked us to write a letter to fix the present situation and stop the future of water towers, cell towers, etc. Carole has the contact person's information and will email the information to the board.

Joe Hultquist: We had a public meeting on that a few weeks ago. We have been meeting on what to do from tearing it down to painting it. Joe will meet with KUB and talk about options. We will keep removal/replacement on the table although it would cost 2 to 3 million dollars. There were better options. We will have a high level design competition to design the water tower and how to prevent this in the future. Tony Norman and Joe will introduce to council/commission joint city/county ridge top protection and we hope it will produce ordinances.

Debra and Brian Douglas: We have a loose dog issue in the neighborhood.

Brian: As a citizen, my dogs are on a leash and at a disadvantage if we get attacked. Debra could not complete 2 walks today due to being attacked. The poop bags are up and we need to pick up. Brian called Animal Control twice today. Animal control could not get here in time to locate loose dogs.

Carole Allen: On the emergency list, we have the animal control numbers.

Chloe Chitwood: My dog was involved with this unleashed dog. My dog had been attacked in the park when he was a puppy. I think we need to post the Dog Leash Law.

Brian Douglas: Salmonella from the dog waste can be given to dogs/children.

Chloe Chitwood: Can we put the ordinance signs up?

Carole Allen: I can name 7 dog owners who I receive complaints about their dogs being off leash. Again, we are our own problem.

Chloe Chitwood: The problem is becoming big. We need to post the ordinances on the kiosk.

Carole Allen: I will post it on the kiosk and on the poop dispensers. Carole will check about the city signs. Joe will deal with the signs.

Donna Wilson-Renner: The signs for the back of our cars: $1.50/sticker. Another approach is a small sticker with static cling. These will say IHP and cost approximately 50 cents apiece. Can we get a sample? Donna will ask Rick to make a 4 by 4 sample of it. Most people can afford $2 and it helps us to know who belongs in our neighborhood.

Chloe made a motion to develop the sticker. Second by Brian Douglas. Motion passed.
