Called to order at 7:05pm by Carole Allen. - - -
Treasurer's Report: General Fund: $2988.55; Two Centuries Fund: $2087.35 and the Bi-Centennial Fund: $1219.28 for a total of $6294.78. The money we donated for the Greenway Bench will come out of Bicentennial fund. We had to reissue the check and it has not cleared. - - -
Recommendations of the slate committee for board approval. Carole nominated the Executive Committee as the Nomination Committee. We will notify the neighbors by kiosk posting of the list of nominations. Deadline for nominations will be Wednesday, August 8 by 5pm. We will incorporate those into our nominations and decide on a slate for the September 12th meeting. Carole asked that a motion be made that the Executive. Board is the nominating committee. Sue made the motion with a second by Lance. Unanimous approval. No one objected to email voting for the board members unable to attend. Carole asked the current board members if they wanted to continue in the roll they are currently serving in? Rachel Craig indicated she would like to be back on the board. J.P. Finger said he would not serve again. Lance said he would serve as a board member but not as Vice President. - - -
General Meeting. Carole said she may give a brief update on the July 27th meeting about the zoning problems in our neighborhood. Rachel said MPC was supposed to have a report for the City Council. Joe Hultquist had asked the Municipal Technical Advisory Service at UT to research the topic concerning how other cities deal with the plot line problems. The UT staff is looking at 5 or 6 other cities and how they handle the problem. The legal director is looking at a legal opinion. The minutes from our July meeting will be posted soon on our website. The issue is still difficult to understand and will be hard to correct. We are trying to make it a city wide issue not just an IHP problem. - - -
9/12/07 will be the elections at the TSD Ward Building Auditorium at 7pm. We will post the nominations on the kiosk. A flyer announcing the nominations and the election place/date will be delivered to each residence before Labor Day. - - -
The Ice Cream Social will be at Carole Allen's house on Saturday, Aug 18th from 3pm to 5pm. Wear your swim suit and bring a towel. Drinks will be provided. - - -

Community Affairs: J. B. reported there are still the ongoing issues with KUB and the tree trimming. They are, however, trying to trim in a respectable manner. The question was asked if the topic of tree trimming had been brought up at COIN meetings and do other neighborhoods feel good about KUB? Rachel said it seems to be getting better but not equal. It seems that neighborhoods that are organized or have people who complain get the attention. We were proactive and made the contact. Carole and JB met with KUB and discussed the tree trimming process before it occurred. The sewer testing was done and now they are back in the neighborhood for some final testing. It seems that only a few people are affected. Carole will call KUB and see what the situation is. - - -
City budget - There is a new position for neighborhood coordinator under Madeline Rogero. The job is posted and will close on the 21st. - - -
Newsletter: Please have any information for the newsletter to Jeanne or Carole by Labor Day so we can have the newsletter ready to distribute after our General Meeting. - - -
Last meeting we had the voting for the band, but did not have enough people for a quorum. We went ahead and paid for it because we had the money in the Social account if we needed it. We won $250.00 for winning the Best Neighborhood in the Marathon plus $100 for our involvement with the EXPO 10k so we paid $425.00 for the band. Lance made the motion to use the money we won. Second by B.B. Strange. Motion passed. - - -
Halloween Party will be Saturday, October 27th at 5pm at the Williams' house. - - -
Historic Overlay: Rachel reported that the committee now has 11 people. The first meeting was with Ann Bennett who explained the process. The committee organized into subcommittees and made a plan. The biggest piece is the design guidelines which Ann volunteered to do for us. The first draft is the hardest and then the committee will make any changes we feel are needed for IHP. We are at the mercy of Ann's schedule so we don't have an exact date as to when it will be ready. Our next meeting is August 30th and hopefully it will be ready by then. Another piece is the information about each house. This includes the date each house was built, the architectural style and a picture of each house. The pictures will be taken in the fall for better pictures. Barb, Mitzi and Chris will do the photography. Karen and Jeff Williamson are working on the architectural styles. The research group is researching the history of the houses and the dates they were built. They are finding most of the information in the city directories. Barb, Jeanne and Rachel met with Steve Cotham who explained to us how to use the McClung collections. Information on some of the houses will require us to go to the clipping files. For people who lived in a house for a long time, we would like to get some more information on them such as the Cullum family. We will have a great history section of the report which we will have even if the overlay does not pass. We will be asking the neighbors for information too. The communication subcommittee will decide how the general meetings will be set up. They will develop the talking points so we are all saying the same things. On August the 19th there will be a subcommittee communications meeting at Rachel's house. One thing one neighborhood did was to take a straw poll as to how the neighborhood felt about the overlay. This process helped them know where they needed to start and also it gave them a lot of feedback. Things are going well with the committee. The first full neighborhood meeting will be in late October or early November before Thanksgiving. The estimated budget for this process is $ 1100.00. The biggest chunk, $600.00, is for the certified mailing of the ballots which is required. Rachel estimated $400 for copying and $100 for incidental items such as charts, etc. If it looks like this is not enough, Rachel will come back to the board. Carole explained that we will take this out of Two Centuries fund since it is designated for history. There would still be $900 left. It was suggested that we may want to try and video tape the general meetings. Lance moved we approve the money. Second by Carolyn. Motion passed. The next meeting of the Historic Overlay Committee will be on Thursday, Aug 30 at 7pm at Katie's house. Rachel will write an article for the newsletter. - - -
Carole announced that the Citizens Police Academy applications are due by August 31st to Susan Coker. Anyone interested should apply. - - -
