Island Home Park Neighborhood Association Board Meeting
7:00 PM
Tennessee School for the Deaf

Members present: Laura Barton, Katie Hannah, Rachel Craig, Jim Staub, Rebecca Simmons, Jessica Rodocker, Kurt Zinser, Matt Teglas, BB Strange, Greg Congleton, Normalee Neubauer, Gina Brace, Jim Rodenhouse, Chris Field, and Chris McAdoo.

Meeting began at 7:03.
Introduction of Chris Field (IHB). Chris is has interest in being on the board, and wants to observe a meeting.

Motion that minutes be approved- Rachel moved to approve the minutes and Laura seconded.

Rachel-our neighborhood, along with 7 other neighborhoods, is sponsoring a forum for 1st district city council candidates Nick Pavlis and Robert Marlino. It will take place this Thursday at 7:30 at Ijams. Gene Patterson is moderating the event. It's on the website, and Rachel will send out an email to the e-group.

Treasurer's Report: Jim Staub.
There was a lot of activity this quarter, and a lot of checks written. He is collecting dues, and mentioned that many neighbors still need to pay their dues-if they want an updated directory.

By-Laws: Katie
I haven't had time to review the by-laws yet. We are going to table it until February and call a special meeting for the neighborhood for the revision of the by-laws.

Elections: Rachel
She passed around copies of what the tasks are for IHPNA elections that are in the bylaws.

Rachel will review the slate that the election committee has come up with before it goes in front of the membership. The slate will be passed around, and there will be discussion about who is leaving and who is slated for new positions on the board. Greg has offered to run for president! Katie has agreed to stay on the board as a governor. Jessica and Gina have stepped up to District. Greg wants to run against someone. The election committee has tried to find someone, and they cannot. They asked 3 or 4 people to run against Greg. They have made phone calls and sent e-mails.

Once we get all the nominations, the people have to be notified and they can provide a 50- word statement. They need a couple of days to do this. We have to pass this out, along with a notice about Dave Hill being at the General meeting. Each house gets this, like newsletters. Members can vote absentee at the president's house (September 10-12) at Katie's house.

Katie- maybe we could have 8/29 be the cut-off for nominations and submissions. Rachel will prepare the flyer by 9/1. Yes, that would work (Rachel says).

Gina question: Who will run the board if no one wants to run for president?
Rachel: the VP.

Laura will take the flyers to get copied and handle the distribution. The flyers need to be copied by 9/3. Distributed by 9/8. This gives 5 days for distribution. Ike can distribute flyers to every house. :

Rachel: We will need an agenda for our General meeting.
Senior director of south waterfront, Dave Hill, will be speaking. Nick Pavlis and Robert Marlino will probably be at the meeting. We need to introduce them. Do we want to give them 3 minutes to speak? Everyone agreed that yes, it would be good. Items for General meeting agenda: Treasure's report, approval of last GM minutes, candidates, voting, and Dave Hill.

Greg: 21 people paid dues at 4th of July. Let's collect dues at the GM.
Rachel: We need to state that you get a directory if you pay your dues.

Laura: do we have to go door to door?
Rachel: that's how we get a lot of money.

Katie: I am working on the directory right now. I'm doing it a little differently.
Jessica: maybe a Google spreadsheet? Then future people can just edit it/change it.

Jessica: Traffic Calming
Dave Watson- our committee met with him. In our case it is education. Signs and rumble strips (no speed bumps anymore). Dave Watson takes it to engineering, then KPD, then IH at that point.

Rachel: What about speeding on the Blvd?
Jessica: yes, this was identified. Leaving TSD would be a great place for rumble strips. They don't slow anybody down, just stick in your mind. What about those crosswalk signs?
Chris: we use that slow down guy, and people stop.

-Discussion of TSD and airport speeding
Jessica: We are waiting to hear back from KPD, and then we will proceed with the next step. The ideal plan is rumble strips, signs, and reducing the speed limit to 25 miles an hour.

Playground: wanting to do a ribbon cutting. David Brace has been in contact with the Mayor's office, and we are waiting to hear back. Recycling cannot be done at the park.

Gina: There is a Parks and Rec. challenge grant. Should we have the steps re-done at park? Gazebo? It has to be public space. September 15th is the due date.

New activity proposal: something "adult-centered" and not child-centric. Jim had the idea to do a tailgate at the park. This might get grown-ups more involved in the neighborhood. Discussion ensured of upcoming games and the UT schedule. Jim and Katie will look at dates for games and send out proposed dates.

Halloween: discussion of driving through the neighborhood. Can we close the streets? Parking will be a problem. We cannot do this.

Thursday night forum: people will have to write questions on an index card for the candidates. They will be screened. Neighbors submitted questions- 3 about flight patterns (planes flying over the neighborhood and not along the river). Discussion about the airport.

Rental problems: discussion of the ordinance- no more than 3 unrelated people can live in a single family home. We need to send a copy of the ordinance to the rental company and owner. Is the bottom a separate apartment? Can 3 live upstairs, and 3 live in the basement?

Greg: The house that is caddy-corner from us has been occupied by UT girls. There was also a house of boys. They were good neighbors. No problems except for one loud party.

Katie: we will send out letters again to the owners, and hope for the best.

Rachel: the neighborhood flag- Can we get it from Taryn and hang it up again? Yes!

Chris moved that we adjourn, and Jessica seconded.
