2/11/08 Overlay Committee Meeting Notes

Present: Rachel Craig, Jeff Williamson, Karen Williamson, Robyn McAdoo, Jessica Rodocker, Mike Rodocker, Brian Douglas, Mitzi Congleton, Lance Dean and Donna Wilson-Renner. Ann Bennett attended as a special guest. Jeanne Fair and Barb Arnold were unable to attend, but sent comments via other committee members.

The committee discussed neighborhood feedback from phone calls and meetings and identified the following 6 options for going forward.

  1. Continue with current proposal for NC-1 and H-1 and continue current, but enhanced communication efforts
  2. Continue with current proposal for NC- 1 and H-1, however divide up NC-1 and H-1 discussions, with a separate committee devoted to each proposed district
  3. Re-draw boundaries to eliminate those properties not wanting to participate in the H-1
  4. Drop consideration of the NC-1 district and concentrate on the H-1 district only
  5. Move to a proposed NC-1 for the entire neighborhood, with the possibility of considering an H-1 for the older areas at some date in the future.
  6. Discontinue / shelve all overlay efforts

Option F was considered first. Concern was expressed that dropping the overlay efforts would be doing a disservice to those expressing support for an overlay. This constitutes almost 60% of those called as of 2/11/08. It would also be a disservice to the entire neighborhood because it would not bring closure to the process. Dropping the overlay effort would not be giving everyone an equal voice.

Therefore, the Committee concluded that it would not pursue Option F.

After almost two hours of discussion of the other options, the committee decided to consider pursuing Option E. Many committee members still feel that an H-1 is necessary to fully protect the architectural integrity of Island Home Park's older houses (and Ann Bennett expressed the same opinion). However, the committee also realizes that many neighbors feel that an H-1 is too restrictive. Also, since an NC-1 applies to demolition, new construction, and additions, it would provide protection against demolition and inappropriate new construction. The committee also recognizes the importance of reaching a neighborhood consensus and hopes that an NC-1 for the entire neighborhood will attract wide support.

However, the committee did not want to drop an H-1 from consideration without contacting property owners in the proposed H-1 district to see if they would support an NC-1. Therefore, the first step will be to talk with as many of these property owners as possible.

[Note: As of 2/18/08, feedback from these phone calls indicated support for an NC-1 rather than an H-1. The committee is therefore pursuing an NC-1 for the entire neighborhood.]

The committee also decided that we will ask HZC to look for at least 70% approval of the overlay when the vote by certified mail is taken. If this threshold is not reached, we will ask HZC not to move forward with consideration of the overlay.

The committee is now in the process of developing a specific task list and timeline for the remainder of the process. One important task is to rework the NC-1 guidelines to make them clear, consistent, and reader friendly.

As soon as the task list/timeline is ready, the committee will send it to the board and post it on the website.
